Solicitor outlines review of cases tied to former Horry County detective

The 15th Circuit Solicitor’s Office is reviewing the cases handled by a former Horry County Police Department detective after the officer permanently lost South Carolina law enforcement credentials. The agency oversight follows the detective’s resignation from HCPD in 2025 amid questions about how he collected information.
Records say the officer gave supervisors “false, misleading and deceitful statements,” and later admitted to that conduct. The 15th Circuit Solicitor, Jimmy Richardson, told the office routinely reviews cases before trial to determine whether officer conduct affects prosecutions under Giglio rules. He described the impact as case-specific rather than automatic.
HCPD has reassigned the detective’s cases to other detectives, and the solicitor’s office will evaluate each file before trial. Richardson said the office does not maintain a formal Giglio list but requests internal-investigation information and asks about officers on every case. He also said these types of integrity concerns are uncommon but reviewed regularly.
