Palm Beach County commissioners probe use and oversight of Flock license-plate cameras
Palm Beach County commissioners held a workshop after Commissioner Joel Flores requested review of a growing network of Flock license-plate cameras used in the county. The discussion followed a state action ordering Flock cameras removed from state rights-of-way and focused on what data the cameras collect, how long records are retained, who can access them and whether law enforcement should need a warrant to search driving histories.
Palm Beach County Sheriff’s Office Maj. Thomas Fresneda told commissioners that PBSO deploys Flock cameras to assist legitimate criminal investigations and that the system captures a vehicle tag and the time it passed a location. He said deputies must provide a case number and a reason for searches, that the agency conducts weekly audits and has found no instances of misuse, and that PBSO does not use the artificial-intelligence search feature questioned by commissioners.
Commissioners raised privacy and oversight concerns. Flores said he supports using cameras to solve crimes but questioned whether a camera network can create a warrantless record of people’s movements. Other commissioners asked whether outside agencies can access Palm Beach County data, how long information is retained, what happens when images are downloaded, and whether new permits should be paused while those questions are answered.
PBSO told the board it will take the commissioners’ questions back to the sheriff’s office and provide additional answers. The agency has also requested state exemptions to allow some county cameras to remain on state rights-of-way for dignitary protection; that request remains under review. The county review weighs the investigative benefits of license-plate cameras against privacy concerns raised by commissioners.
