Federal complaint alleges Miami-Dade corrections officer ran jail substance-smuggling and gambling operation

A Miami-Dade Corrections and Rehabilitation officer is facing federal charges after FBI agents say he participated in an organization that smuggled synthetic-cannabinoid-laced paper into county jail facilities and ran gambling operations for incarcerated bettors. Authorities identified the officer as Renel Troutman, age 24, and allege he was one of several compromised correctional employees who helped acquire, transport, introduce and conceal contraband within MDCR institutions. According to the federal criminal complaint, investigators tied Troutman through text messages and electronic payment records to an outside organizer who coordinated narcotics quantities, deliveries, pricing, wagers and payments. The complaint describes messages referencing “papers” and “sheets” that investigators say were laboratory-confirmed as synthetic-cannabinoid-laced paper in seizures on Feb. 26, 2025 and Aug. 7, 2025. Investigators also allege messages discussed concealing shipments, and referenced betting activity and outstanding inmate gambling balances. Agents executed a search warrant at Troutman’s home and took him into custody; prosecutors say he admitted knowing the organizer through an inmate and acknowledged an operational role in the Enterprise’s gambling activity. The complaint alleges he attempted to minimize his role regarding narcotics but was confronted with messages about physical preparation and sizing of the “papers.” Troutman faces federal counts including conspiracy to possess contr substance with intent to distribute, Hobbs Act extortion under color of official right, conspiracy, and racketeering promotion. MDCR confirmed his arrest and says he has been relieved of duty pending the investigation, which remains under active FBI and administrative review and is being prosecuted in federal court.
