Disciplinary Review After Dallas Pedestrian Fatality Involving Former Union President

A pedestrian was struck and died on West Northwest Highway in Dallas on March 15, 2025, after a black Cadillac hit a 25-year-old woman who was crossing a dimly lit section of the roadway. Bystanders and officers responded at the scene, and the woman was pronounced dead roughly 40 minutes after the initial impact.
Police body-worn camera footage showed an officer arriving to find the woman unresponsive and interacting with a man later identified as Jaime Castro. Internal records alleged officers delayed interviews and steps to determine whether alcohol was involved and provided Castro special treatment.
A former Dallas police officer and the city police association president was listed as a passenger in the crash and later pleaded guilty to making a false statement to officers. The department issued disciplinary actions tied to its response.
Investigations were conducted by Dallas police; the reported actions and the guilty plea were documented in agency records and court filings.
All individuals accused of a crime are presumed innocent unless proven guilty in court.
