Charlotte-Mecklenburg vice chair remains in post after security concerns prompted brief resignation plan

The vice chair of the Charlotte-Mecklenburg Board of Education has decided to remain in her role rather than immediately step down, the board reported. Vice Chair Elizabeth Monterrey Duvall confirmed on Sept. 25 that she would continue serving as vice chair until December after initially notifying colleagues she planned to step down because of security concerns arising at a recent board meeting.
The board’s leadership shifted earlier in the week when Chair Stephanie Sneed stepped down. Former vice chair Dee Rankin was named chair, and Monterrey Duvall filled the vice chair position Rankin vacated. Monterrey Duvall told the board she planned to step down due to “security concerns” for her and her family “since the September 22 board meeting,” and media reports said she had received death threats.
The Sept. 22 meeting was contentious and also included the board’s vote to terminate Superintendent Dr. Crystal Hill. Monterrey Duvall said she intended to step down but, after consulting colleagues and family, opted to remain as vice chair through the normal December chair/vice‑chair vote. She noted she will take additional safety measures while serving.
Recent board turmoil includes several high‑ranking district retirements and the arrest of a cabinet member on Sept. 24. As of Sept. 25, Monterrey Duvall remains vice chair and the board has completed the interim leadership changes described above.
