Automated license-plate cameras in Bettendorf log millions of detections; local use and oversight questioned

Bettendorf’s network of pole-mounted Flock Safety cameras recorded more than 10.3 million vehicle detections in a recent 30-day period, according to data obtained by investigators. The city operates 65 cameras that scan passing vehicles and upload detections into a shareable database used by law enforcement, officials say.
Data show Bettendorf police ran 233 searches of that camera data during the period and maintain a “hot list” of 11,537 vehicles flagged for law enforcement interest. By comparison, Davenport’s system recorded 251,044 detections in the same timeframe from 10 cameras, and Davenport police ran 291 searches against a hot list of 6,936 cars.
The provider’s network shares plate and vehicle-identifying data with participating agencies around the country, a capability proponents say helps solve crimes and locate missing people. Critics in the metro area contend the continuous logging creates a broad surveillance capability and raises oversight and abuse concerns; the reporting notes public groups have raised worries including potential misuse for stalking and other improper searches.
Agency response and documented actions are mixed: the five metro police departments invited to discuss their systems declined sit-down interviews, and one out-of-county sheriff’s deputy is under investigation after an alleged inappropriate search of the Flock system; that sheriff’s office has suspended deputies’ access. Several neighboring jurisdictions have already removed cameras amid public outcry, while local officials in Bettendorf continue operating the larger network.
Current status: the documented data release shows high-volume detections and routine searches by local departments; specific investigations and any policy changes remain under review by the agencies involved.
