Allen County Officials Debate Start Date for Unified Fire and EMS District

Allen County leaders are weighing whether to proceed with a proposed countywide merger of four fire protection districts and one fire territory that is scheduled to begin Jan. 1. County Council members are set to vote on the district’s $48.98 million budget proposal on Oct. 19, and at least one council member has suggested considering a one-year delay to allow further review and coordination with state authorities.
Executive Fire Chief Jeremy Bush delivered the district’s final budget to council members and told officials the planning assumes a January launch; he warned that postponing the merger would disrupt thousands of hours of implementation work and could leave emergency coverage uncertain. The budget plan would guarantee a minimum of three personnel per station and add 30 staff, including 20 civilian paramedics; Bush’s office reports that roughly 68% of emergency calls currently take longer than 10 minutes to receive a response.
Councilwoman Lindsey Hammond has raised fiscal oversight concerns, noting the district’s proposed funding relies on an excess levy appeal that has not yet received final approval from the Indiana Department of Local Government Finance and urging direct communication with state officials. Hammond has discussed delaying the consolidation start to Jan. 1, 2028, to preserve continuity of service while state reviews continue.
Residents and trustees met in New Haven to discuss the plan and voiced both support for consolidation and worries about potential tax increases for some neighborhoods. The county council vote on Oct. 19 will determine whether the unified district proceeds as planned, is postponed, or requires alternative interim arrangements.
